The mandate of the Department of Public Communications is to enable Defence (MoD and National Army) communications with the public in order to facilitate coordination and support on defence issue.
The following are the functions of the Department of Public Communication , by section:

SECTION

FUNCTIONS

Director

  • Coordination and supervision of the department’s sections.
  • Preparation and implementation of the department’s five year strategic plan and budget.
  • Preparation and implementation of the department’s annual plan and financial estimates.
  • Preparation of the department’s formal, periodic and other reports.
  • Preparation and implementation of the department’s risk management framework and  reporting.
  • Preparation and implementation of the department’s monitoring and evaluation system.
  • Coordination of capacity development for all the department’s staff.

Communications Section

  • Plan all Defence (MoD and National Army) public communication activity, including the collection of information and material for release.
  • Supervise the preparation of all Defence public communications, including the drafting of press statements, preparation of videos, audio and photographs, provision of documents and other information for public release.
  • Brief Minister and senior staff and officials on messages and lines to take ahead of public communication events.  
  • Organise press conferences and other media events for Defence.
  • Maintain the MoD official website and presence on social media.
  • Coordinate work with the Ministry of Information and the communications staff of the Presidency and other ministries.
  • Liaise with Army and other security sector actors to collect information for public communications.
  • Draft routine and special Defence reports to the Presidency and other ministries; maintain a record of defence activity and related events to support report writing.
  • Maintain a record of Defence information and material for public release, including a library of documents, photographs, audio and videos.
  • Attend important Defence events to provide accurate public reports.
  • Collect and analyse feedback on Defence communications, in order to make improvements.
