The mandate of the Department of DDR is to demobilise, disarm and reintegrate militia combatants in order to improve security, working in coordination with the MoI and other government departments.The following are the functions of the Department of DDR, by section:

FUNCTIONS

Director

  • Coordination and supervision of the department’s sections.
  • Preparation and implementation of the department’s five year strategic plan and budget.
  • Preparation and implementation of the department’s annual plan and financial estimates.
  • Preparation of the department’s formal, periodic and other reports.
  • Preparation and implementation of the department’s risk management framework and  reporting.
  • Preparation and implementation of the department’s monitoring and evaluation system.
  • Coordination of training and capacity development for all the department’s staff.
  • Administration of the department.  

DDR Policy & Plans Section

  • Development and review of policies and plans for the DDR of militia combatants in Somaliland, in coordination with other government departments and external partners.
  • Prepare formal, periodic and other reports on DDR.
  • Collation of information relevant to DDR, including past activity in SL, international best practice and guidelines, and assessments of clan militias and their environments.
  • Monitoring and evaluation of DDR activity.

DDR Delivery Section

  • Undertake DDR programmes and activities, in coordination with other government departments and external partners.
  • Coordinate and monitor DDR programmes and activities delivered by other government departments and external partners.

DDR Outreach Section

  • Liaison with international organisations and NGOs in order to mobilise skills, finance and other resources for DDR.
  • Liaison with with militia and civil communities in order to prepare and deliver DDR.
  • Liaison with the Armed Forces and other government departments on DDR issues and activities in order to improve coordination.
