The mandate of the Department of Armed Forces Pensions and Welfare is to provide pension and support for veterans of the Armed Forces in accordance with the appropriate regulations and direction from the Committee of the Armed Forces Pension Fund. The following are the functions of the Department of Armed Forces Pensions and Welfare, by section:

Director

Deputy Director

  • Coordination and supervision of the department’s sections.
  • Preparation and implementation of the department’s five year strategic plan and budget.
  • Preparation and implementation of the department’s annual plan and financial estimates.
  • Preparation of the department’s formal, periodic and other reports.
  • Preparation and implementation of the department’s risk management framework and reporting.
  • Preparation and implementation of the department’s monitoring and evaluation system.
  • Coordination of capacity development for all the department’s staff.
  • Development of an implementation plans for the introduction of retirement and pensions into the Armed Forces, including: the collection and management of personal data; the development of processes and tools for the delivery of pensions; funding; and the rate of implementation of retirement and pensions.
  • Oversee and assist the Somaliland Scouts Association in the management of their clubhouse and in the use of income for veterans welfare.
  • Oversight of the Military Hospitals.

Pension Payments Section

  • Payment of pensions to veterans of the Armed Forces and their dependents in accordance with appropriate regulations and government commitments.
  • Audit the payment process to veterans and their dependents in order to identify and eliminate errors.

Retirement Information and Casework Section

  • Collect and maintain personal data of veterans of the Armed Forces and their dependents in order to determine their pension entitlement.
  • Audit the personal data of veterans and their dependents in order to identify and eliminate errors.
  • Prepare periodic reports on the Veterans issues for the Minister and others.

Army Relations

  • The focus for regular, two-way, passage of information between MoD and Army HQ.

Military Hospitals

  • Medical care for sick and wounded military personnel.
