The mandate of the Department of Human Resource is to manage the staff of the MoD so that they and their departments can fulfil their responsibilities.
The following are the functions of the Department of ICT, by section:

  • Provision of advice to Minister, DG, Directors and staff on personnel issues, including reward, disputes, grievances and discipline.
  • Undertake HRM functions for senior personnel in the ministry and other sensitive issues.
  • Coordination and supervision of the department’s sections.
  • Preparation and implementation of the department’s five year strategic plan and budget.
  • Preparation and implementation of the department’s annual plan and financial estimates.
  • Preparation of the department’s formal, periodic and other reports.
  • Preparation and implementation of the department’s risk management framework and  reporting.
  • Preparation and implementation of the department’s monitoring and evaluation system.
  • Coordination of capacity development for all the department’s staff.
 

Staff Management and Reporting Section

  • Arranging the appointment, reception, transfer, promotion and reward of staff.
  • Developing and implementing Ministry’s performance management and staff appraisal system.
  • Provision of advice to directors and all personnel on staff employment and performance, using appraisal training, discipline and other staff records.
  • Developing and reviewing HR policies and strategies to support improved staff performance, motivation and retention. 

Staff Records Section

  • Maintenance of  the MoD establishment table, job descriptions and other records concerning the employment of staff in the MoD.
  • Reviewing and amending MoD and department organisational structures and staffing to meet changing functional needs, consistent with the MoD’s mandate and CSC direction. 
  • Maintenance of  personnel files, appraisal, leave, attendance, discipline, training and other records required for the management of personnel.
  • Planning, arranging and checking the completion of appraisal, training and other staff records by supervisors/managers.
  • Preparation and of the department’s formal, periodic and other reports.
